The Nats' owner, Danny Biasone, and GM Leo Ferris proposed the shot clock as a possible solution to this controversy. They determined that a 24-second clock would get teams shooting faster and scoring more points, making it a fan-friendly move. This, in turn, would mean quicker-paced basketball, with teams transitioning the ball passing half-court and taking shots earlier into the shot clocks.
